
More than 324 million people in Brazil have been affected by climate disasters over the past ten years, according to a new study released by the Brazilian government and the National Institute for Space Research (INPE). The staggering figure, which covers the period from 2016 to 2025, underscores the country's growing vulnerability to extreme weather events driven by climate change.
The data, compiled from official state and federal records, includes repeated impacts on individuals across multiple disasters. Many Brazilians have faced floods, droughts, storms, or heatwaves more than once over the decade. The study accounts for each occurrence, meaning the cumulative count of 324 million represents the total number of times people were affected, not unique individuals. Brazil's population is roughly 215 million.
Floods and flash floods were the most common disasters, accounting for nearly 45 percent of all recorded events. The southern states of Rio Grande do Sul and Santa Catarina saw devastating inundations in 2023 and 2024 that displaced hundreds of thousands. In the Amazon, severe droughts in 2023 and 2025 left river communities stranded and caused widespread crop failures.
The study identified 1,200 climate-related events over the decade, up 40 percent from the previous ten-year period. Storms and cyclones rose sharply, particularly along the northeastern coast. Heatwaves became more frequent and intense, with several cities in the southeast breaking temperature records in 2024 and 2025.
Low-income and rural communities bore the brunt of these disasters. The report notes that people living in informal settlements, known as favelas, were three times more likely to lose their homes in floods or landslides. Indigenous and traditional communities in the Amazon faced severe water shortages and food insecurity during prolonged droughts.
Economic losses from these events are estimated at over 150 billion reais ($30 billion) for the decade, though researchers say the figure is likely higher when accounting for indirect costs such as lost productivity and health impacts. Agriculture in the central-west region suffered repeated hits, with soybean and corn harvests falling sharply during drought years.
Federal and state governments have struggled to keep pace with the rising frequency of disasters. Emergency response budgets have been stretched thin, and reconstruction efforts often lag for months. The study points to gaps in early warning systems, particularly in remote areas, as a key weakness.
In 2024, President Luiz Inácio Lula da Silva announced a 10 billion reais fund for climate adaptation, but disbursement has been slow. Critics argue that Brazil needs a comprehensive national resilience plan that includes stricter building codes, better land-use planning, and investment in green infrastructure like flood barriers and drought-resistant crops.
Scientists warn that without significant emissions reductions and adaptation measures, the number of people affected by climate disasters in Brazil could rise by another 30 percent by 2035. The study's authors recommend integrating climate risk into all federal and state development plans. The next decade, they say, will test how well the country can protect its people from a rapidly changing environment.
