Dadar Mandi repair proposal sparks debate over BMC market policy

The Brihanmumbai Municipal Corporation's (BMC) proposal to repair the dilapidated Dadar Mandi has ignited a fresh debate over its market policy. Traders and local representatives argue that a piecemeal approach is no longer viable.

The market, a key hub for fruit and vegetable vendors in central Mumbai, is in a state of disrepair. Leaking roofs, cracked floors and faulty electrical lines have made working conditions unsafe.

A history of neglect

Dadar Mandi is one of several municipal markets that have seen little structural investment over the years. The BMC's new proposal focuses on urgent repairs, but critics say it is a stopgap measure.

“We have been demanding a full redevelopment for over a decade. A repair here and there will not solve the fundamental problem,” a senior trader at the mandi said, requesting anonymity.

The civic body has not yet clarified the total cost or timeline for the proposed repairs. Officials maintain that the work is essential to ensure safety.

Demand for a clear policy

The controversy has reopened the question of whether the BMC has a coherent policy for market redevelopment. Mumbai has over 100 municipal markets, many of which suffer from similar neglect.

In recent years, the BMC has tried various models – from public-private partnerships to outright redevelopment by private developers. But results have been mixed.

“There is no standard operating procedure. Each market seems to be handled on an ad-hoc basis,” said a member of the Maharashtra State Traders' Federation.

Traders push for modernization

Traders at Dadar Mandi argue that the market needs more than just repairs. They want a comprehensive modernization plan that includes better storage facilities, waste management and loading bays.

The current proposal, they fear, could delay that larger plan. “If they spend crores on repairs now, they will say they cannot afford redevelopment later,” a vendor said.

Local politicians have also weighed in. A corporator from the area has demanded a meeting with the municipal commissioner to discuss a long-term plan.

What the BMC says

BMC officials have defended the proposal as a necessary first step. They say repairs are urgent and that redevelopment will be taken up separately.

“We cannot let the market collapse while we debate a grand plan. Safety is our priority,” a senior civic official said, speaking on condition of anonymity.

The official added that the BMC is studying the structural stability of the building. A detailed report is expected within a month.

The debate over Dadar Mandi reflects a larger challenge: how to balance urgent maintenance with the need for systemic change in Mumbai's aging public markets.

All eyes are now on the BMC's next move. If the repair proposal is approved, traders plan to intensify their demand for a firm redevelopment timeline.
