
Chennai's long-awaited Minjur desalination plant is set to begin partial operations in the coming weeks, a move that officials say will provide some relief to the city's strained water infrastructure. The plant, located north of the city, has been under construction for several years and is designed to convert seawater into potable water.
According to sources familiar with the project, the first phase of the plant will be commissioned shortly, with a capacity to treat a limited quantity of water each day. This initial output, while modest, is expected to supplement the city's existing supply from reservoirs and groundwater sources, especially during the summer months when demand peaks.
The decision to start with partial operations comes after repeated delays in the project's completion, attributed to technical challenges and funding issues. A senior official from the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), speaking on condition of anonymity, said that the plant's first phase has passed initial quality tests and is ready for trial runs.
"We are in the final stages of commissioning the first unit. Once trial runs are successful, we will gradually increase the output," the official said. The plant is expected to eventually produce around 100 million litres of water per day, but the exact timeline for reaching full capacity remains unclear.
Chennai has faced recurring water shortages, with its four main reservoirs often running dry before the northeast monsoon arrives. The Minjur plant, once fully operational, is projected to supply a significant chunk of the city's daily requirement, which currently stands at over 800 million litres. Even at partial capacity, the plant could add several million litres a day, easing pressure on the distribution network.
Residents in northern parts of Chennai, including Minjur and nearby areas, are likely to benefit first, as the plant's pipeline network is already connected to local supply lines. However, officials have cautioned that the full benefits will only be felt once all units are commissioned.
The project, estimated to cost over Rs 600 crore, has drawn criticism for its high operational expenses. Desalination is an energy-intensive process, and the plant's electricity bills are expected to be substantial. The state government has been in talks with power utilities to secure a stable tariff, though no final agreement has been made public.
Environmentalists have also raised questions about the plant's brine discharge, which can harm marine life in the nearby sea. The CMWSSB has maintained that the plant uses modern technology to dilute and disperse the brine safely, but independent studies have yet to verify these claims.
As the plant begins trial operations, all eyes will be on its performance over the next few months. A successful ramp-up could pave the way for a second desalination plant in Nemmeli, which has been proposed to further augment the city's supply. For now, Chennai residents can only hope that the sea, which has long been a source of anxiety during cyclones, will also become a reliable source of drinking water.
The coming weeks will reveal whether the plant meets its initial targets, and whether the state government can manage the financial and environmental trade-offs that come with desalination. For a city that has historically depended on rain, the shift to the sea marks a significant, if uncertain, change in its water strategy.
