
The United States has reached out to the Indian Space Research Organisation (ISRO) with a proposal to collaborate on building a sustained human presence on the Moon. The move signals a significant shift in the global space order, as Washington looks to leverage India's proven cost-efficiency and technical reliability in deep space missions.
Sources indicate that NASA's interest is not merely symbolic. With the Artemis programme already laying groundwork for lunar exploration, the agency sees ISRO as a crucial ally in establishing a permanent base near the lunar south pole, a region rich in water ice and other resources.
Officials have not yet confirmed the specific terms of the proposed collaboration, but discussions are believed to centre on shared infrastructure, crewed mission support, and joint research into in-situ resource utilisation.
ISRO's Chandrayaan-3 success in 2023, which made India the first country to soft-land near the lunar south pole, demonstrated a rare combination of technical competence and budget discipline. That achievement has made India an attractive partner for nations seeking to avoid the escalating costs of solo lunar ventures.
NASA's approach also comes at a time when the Artemis Accords, a US-led framework for lunar cooperation, has already been signed by India. That agreement provides a legal and diplomatic foundation for deeper engagement, smoothing the path for technology-sharing and joint operations.
For ISRO, the partnership could mean access to advanced life-support systems, deep-space communication networks, and crewed launch capabilities โ assets that would take decades and billions of dollars to develop independently.
China's rapid progress in lunar exploration is a key driver behind NASA's outreach. Beijing has already landed robotic missions on the far side of the Moon and has announced plans for a crewed landing before 2030, alongside a proposed International Lunar Research Station (ILRS) in partnership with Russia.
The ILRS is widely seen as a rival to the US-led Artemis programme. With China targeting the same south polar region, Washington is keen to lock in allies who can help secure strategic footholds and set norms for lunar activity before Beijing does.
India's non-aligned history, however, complicates matters. New Delhi has maintained strong ties with both Moscow and Washington, and has been cautious about being drawn into a bipolar space rivalry. Still, the practical benefits of a NASA partnership appear to be tipping the balance.
Under the proposed framework, India might contribute robotic landers, autonomous navigation systems, and possibly a crewed module in the longer term. ISRO's Gaganyaan programme, which aims to send Indian astronauts to low Earth orbit, could be accelerated with US assistance, providing the human spaceflight experience needed for lunar missions.
In return, NASA could offer seats on Artemis missions for Indian astronauts, as well as collaboration on habitat modules, power generation, and radiation shielding. The two agencies have already conducted joint Earth observation missions, but a lunar project would mark an unprecedented leap in ambition.
Cost-sharing is likely to be a central theme. India's ability to deliver high-impact missions at a fraction of the cost of Western programmes makes it an ideal partner for budget-conscious NASA planners, who face persistent congressional scrutiny over Artemis's spiralling expenses.
Any agreement will face hurdles. Technology transfer restrictions under US export control laws could limit the depth of collaboration, and India's own regulatory framework for private space participation is still evolving. There is also the question of how much political capital New Delhi is willing to invest in a project that could strain its relations with Beijing.
Chinese state media have already framed the Moon race as a contest between a US-led bloc and a more inclusive, multilateral approach. India's choice, therefore, carries diplomatic weight beyond the space sector.
Despite these tensions, both NASA and ISRO have signalled a willingness to keep talking. The next few months are expected to bring more concrete proposals, including possible joint technology demonstrations and shared mission timelines.
As the lunar south pole becomes the most coveted real estate in the solar system, India's decision will shape not just its own space trajectory, but the geopolitical balance of the new Moon economy. The world will be watching which way New Delhi leans.
